The Office of Budget Administration (OBA) is responsible for planning, developing, and coordinating the Agency’s budget, as well as monitoring revenues, expenditures, and staffing for all DSS/HRA/DHS programs. The primary responsibility encompasses all social service and administrative programs directly operated and contracted by the Agency. The Budget Analyst Director for Affordable and Supportive Housing Services will assist the Budget Manager and Director in managing the budget for the Homelessness Prevention Administration (HPA) and Office of Affordable/Supportive Housing & Services (OASHS), including divisions such as Housing and Homeless Services/Initiatives, Rental Assistance Program, and programs for seniors and veterans housing. These programs are vital in assisting New Yorkers in need, aiming to prevent homelessness and facilitate access to secure, permanent, and affordable housing. The Office of Budget Administration (OBA), along with the Administration (HPA) and OASHS, is recruiting for one (1) Associate Staff Analyst to serve as the Budget Analyst Director for Affordable and Supportive Housing Services. The role involves: Assisting the Budget Director in monitoring budgetary and programmatic issues within assigned areas. Supporting the preparation and negotiation of the City’s budget process and ongoing maintenance activities. Conducting financial analysis to assess legislative proposals’ impacts. Regularly interfacing with the Office of Management and Budget (OMB) on budget issues. Collaborating with program areas to gather data and develop reference materials for meetings and hearings. Preparing expenditure reports and analyzing discrepancies. Reviewing needs based on funding, workload, and mandates; recommending program adjustments. Analyzing Program to Eliminate Gap (PEG)/New Need (NN) submissions for feasibility and compliance. Handling other special projects as needed. Work Location: 4 World Trade Center, New York, NY Hours/Schedule: 9 to 5 Position: ASSOCIATE STAFF ANALYST - 12627 Minimum Qualifications A master's degree in relevant fields (e.g., economics, finance, public administration, law) plus one year of professional experience in budget or related areas, or A baccalaureate degree plus three years of relevant experience, or An associate degree plus five years of relevant experience, or A high school diploma plus seven years of relevant experience, or A combination of education and experience equivalent to the above.
